The monitoring system for energy conservation and emission reduction at all levels is not only the basis for the government to implement energy conservation management and formulate macroeconomic policies, but also a service platform for energy consuming enterprises to exchange information and benchmark and meet standards. It is of great significance for doing a good job in industrial energy conservation and emission reduction. In order to further strengthen the monitoring and analysis of industrial energy consumption, improve the predictive and early warning capabilities of industrial energy utilization, and promote the deep integration of informatization and industrialization, after research, it has been decided to accelerate the construction of a national industrial energy conservation monitoring and analysis platform. The relevant matters are hereby notified as follows:
1、 Overall approach
On the basis of the national industrial energy conservation and emission reduction information monitoring system and provincial energy conservation and emission reduction monitoring systems in the early stage, in accordance with the requirements of transforming government functions and strengthening supervision during and after the event, network information technology is fully utilized, and the "overall planning and step-by-step implementation" model is adopted to promote the interconnection of national and local systems, as well as the connection between local systems and enterprise information systems, in stages to achieve energy conservation data sharing, Establish a unified, efficient, and practical energy-saving monitoring platform covering the national industrial field.
2、 Work Objectives
Phase 1. Establish and improve a national industrial energy conservation monitoring and analysis platform, prepare system integration and construction plans, promote the interconnection between the national system and pilot provincial and municipal systems, cover over 2000 key energy consuming enterprises, and achieve dynamic grasp and early warning prediction of industrial energy consumption data in pilot areas.
Phase 2. Develop a unified standard for the interface of the national industrial energy conservation monitoring and analysis platform, promote the interconnection and integration of energy conservation and emission reduction monitoring systems in various regions with national systems, cover more than 20000 key energy consuming enterprises, and achieve a "one network" for national industrial energy consumption monitoring.
3、 Work arrangement
（1） Schedule. In the first stage (before the end of 2015), pilot provinces and cities will complete the interconnection with the national system, automatically collect relevant regional industrial energy consumption data on a monthly basis and report it to the national system, establish a national and local data sharing mechanism, accumulate experience in monitoring and analysis platform operation, gradually improve the standards and regulatory requirements for system construction, data collection and transmission, and initially establish a national industrial energy conservation monitoring and analysis platform. In the second stage (before the end of 2016), we will expand the scope of platform connectivity, promote the improvement of provincial-level energy conservation and emission reduction monitoring systems in various regions, complete networking with national systems, and basically establish an industrial energy conservation monitoring and analysis platform that covers the whole country.
（2） Pilot provinces and cities. The pilot provinces and cities in the first phase of integrating provincial energy conservation and emission reduction monitoring systems into the national system are Liaoning Province, Shanghai City, and Shandong Province. Other regions that meet the corresponding conditions and plan to carry out pilot connections can apply to our department to encourage them to strengthen the construction of local industrial enterprise energy consumption monitoring systems and further establish and improve provincial-level energy conservation and emission reduction monitoring systems.
（3） Organizational implementation. Pilot provinces and cities should coordinate and promote the integration and construction of industrial energy-saving monitoring and analysis platforms, fully utilize the existing monitoring work foundation, closely combine with local realities, build an efficient and safe monitoring and analysis platform architecture, propose monitoring indicators with strong universality, standardize platform connections and data transmission methods consistent with national systems, and ensure the smooth completion of system integration. Please carefully organize the preparation of the system integration construction plan for the pilot provinces and cities, and submit it to our department for filing before January 20, 2015. The pilot plan should include the following contents: work objectives, implementation progress, existing work foundation, monitoring indicator suggestions, platform technology path, organizational guarantee measures, monitoring coverage enterprise list, etc.
（4） Acceptance and promotion. After the pilot provinces and cities have completed the platform docking construction according to the plan, the Ministry of Industry and Information Technology will organize a summary acceptance to verify whether the platform construction and operation have met the target requirements. An acceptance promotion meeting will be held on site to exchange the construction experience of the pilot provinces and cities, refine relevant standards and specifications, and promote them. Other regions will be encouraged to refer to the pilot provinces and cities to carry out system docking construction work.
4、 Job requirements
（1） Establish a working mechanism. The relevant regional industrial and information technology authorities should strengthen the organizational leadership of platform construction work, establish a working mechanism involving all levels of industrial and information technology authorities, energy-saving supervision institutions, technical support institutions, and relevant key energy consuming enterprises in the region, refine work progress requirements, implement responsible departments and individuals, and complete all work tasks on time and with quality.
（2） Improve basic abilities. The Ministry of Industry and Information Technology is studying the establishment of an energy-saving monitoring data sharing mechanism, which will provide monthly feedback on relevant data from the national industrial energy-saving monitoring and analysis platform to the competent departments of industry and information technology in various regions, and regularly organize relevant training and exchanges. Support regions without established provincial systems to sort out and grasp the energy-saving situation of key enterprises in the region on a monthly basis, accelerate the development and construction of provincial energy-saving and emission reduction monitoring systems, and further consolidate the foundation of energy-saving management.
（3） Increase support efforts. The competent departments of industry and information technology in relevant regions should strengthen overall coordination, ensure the operation and maintenance funds of provincial-level energy-saving and emission reduction monitoring systems, use existing funding channels to support platform construction, and promote key energy consuming enterprises with good management foundation and high level of information technology in their regions to accelerate the construction of energy management centers and include them in the scope of monitored enterprises.
