The first and second parts are of great significance and overall requirements. The Opinion proposes four basic principles of adhering to the principles of "enterprise led, government driven, highlighting key points, orderly progress, emphasizing practical results, mutual benefit and win-win, active stability, and risk prevention and control", and clarifies the main goals of promoting international production capacity and equipment manufacturing cooperation by 2020.
The third part is the main task. The Opinion clarifies "two key points": one is to make developing countries with high compatibility with China's equipment and production capacity, strong cooperation desire, and good cooperation conditions and foundation as key countries to promote international production capacity and equipment manufacturing cooperation, and actively explore developed country markets, gradually expanding from point to area. Another key focus is to classify and promote international production capacity and equipment manufacturing cooperation in 12 industries, including steel, non-ferrous metals, building materials, railways, electricity, chemical industry, light textile, automotive, communication, engineering machinery, aerospace, shipbuilding, and ocean engineering, in an orderly manner.
The fourth part is to clarify the main position of the enterprise. The Opinion emphasizes the need to adhere to market orientation, in accordance with commercial principles and international practices, fully leverage the role of enterprises as market entities, and propose a series of policy measures from four aspects: expanding foreign cooperation methods, innovating commercial operation models, improving overseas business capabilities and levels, and regulating overseas business behavior of enterprises.
The fifth part is to strengthen the overall coordination of the government. The Opinion clearly states that the government should play a guiding and promoting role, formulate international production capacity cooperation plans, improve foreign cooperation mechanisms, reform foreign cooperation management systems, do a good job in diplomatic services, establish a comprehensive information service platform, and provide better quality services for enterprises to "go global".
The sixth and seventh parts provide comprehensive and detailed regulations on policy support, service guarantee, etc. The Opinion proposes a series of measures in improving support policies for finance, taxation, finance, insurance, etc. It clarifies a series of service guarantee measures in accelerating the internationalization of Chinese standards, strengthening the role of industry associations and intermediary institutions, and accelerating the construction of talent teams. It also makes specific arrangements for strengthening risk prevention and security protection.
