【Summary description】In order to stop illegal and irregular construction and production in coal mines, regulate supply order, promote market supply and demand balance, and lift the coal industry out of difficulties, in accordance with relevant laws and regulations and the spirit of the "Several Opinions of the State Council on Promoting Fair Competition and Maintaining Normal Market Order" and other documents, the National Development and Reform Commission, the National Energy Administration, and the National Coal Mine Safety Supervision Administration recently jointly issued a notice requesting the implementation of relevant governance measures for illegal and irregular coal mines. This mainly includes comprehensive verification of coal mine construction and production, prevention of coal procurement risks in illegal and irregular coal mines, cautious handling of coal transportation in illegal and irregular coal mines, and strengthening supervision and inspection.

The notice clearly states that for illegal and irregular coal mines found to have incomplete basic construction procedures, excessive production capacity, or other major safety production hazards during the inspection, they will be ordered to stop production and rectify within a specified period of time. During this period, except for ensuring necessary security and living loads, all mining electricity and pyrotechnic equipment will be shut down.
